 I tested with the mentioned 8-bit images above:

 or8.png]
 [https://ewwwio-downloads.b-cdn.net/png-tests/Palette_icon-or8.png]

 Without the PR as tested with the current WordPress master the image was
 converted to a 32-bit-colored image on resizing
 With the PR implemented the image stayed an 8-bit-image as it should

 So the issue seems to be resolved with the PR.
