 The behavior of the Select All box in the plugin (and theme?) update boxes
 recently changed.

 Short version:
 In the Update Panel: Selecting any plugin for update causes the Select All
 box to be checked, even if there are other updates not selected.
 Unchecking the plugin does not uncheck the Select All box.  Manually
 checking the Select All box does, as expected, select all the updates.

 I have seen this happen on several websites, on different hosts. The
 current WP version on them is 6.5.4, but I have had this happening for a
 few updates of WP.
