 I have tested the 60799.diff, and found that:

 1. The Modal Container has the attribute aria-modal="true":

 2. #wpwrap has the attribute aria-hidden="true":

 3. #wpwrap has attribute aria-hidden="true" removed when model closed:

 Overall, this patch looks good and has the issues mentioned fixed.
