 I think it is right to challenge the assumption that onboarding is needed
 as part of core.

 The onboarding concept came out of trying to find a solution to the
 original statement that it was impossible to revert the ajax activation
 and that it was necessary for plugin dependencies - there was no way back
 so a new solution n3eeded to be found for plugins - and as the problem
 came from a core decision - the solution would also have to be assisted by
 core features.

 In all honesty I haven't looked at any depth of 6.5.4  in terms of plugin
 dependencies ( totally selfishly PD is not something I need or use )  but
 if it still allows PD to work and the status quo (pre 6.5 ) on existing
 plugin onboarding is maintained then all and no further action needed.

 I understand there is a pain point when  plugin developers incorrectly
 trigger onboarding in bulk activations, but that is plugin code and the
 purpose of the plugin support forums  and reviews.
