 === Description
 After setting up WordPress 6.6 Beta 1 on a localhost environment, I
 encountered an issue where attempting to log into the WordPress dashboard
 results in a maintenance error message. The error displayed is:

 "Briefly unavailable for scheduled maintenance. Check back in a minute."

 === Steps to Reproduce
 1. Download and install WordPress 6.6 Beta 1 on a localhost environment.

 1.  The WordPress dashboard should be accessible, allowing me to log in
 without any issues.

 1.  The login attempt is blocked by a maintenance error message stating:
