 Duplicate of #14691.

 Hi @schwipps! And welcome to Trac!

 One thing to clarify is that this only occurs for non-hierarchical
 taxonomies (tags). Because hierarchical taxonomies have a different UI
 (check boxes) it does not suffer from the same issue.

 This has been discussed before, so I'm going to close it out as a
 duplicate of the original report.
