 theme.json to style.css, updated with the change proposed in this ticket,
 and enqueued.

 created and enqueued conditionally. I mean enqueued the same way as the
 button stylesheet.

 If we consider this ticket a bug, I agree with this approach. I know that
 there is a convention to avoid using PHP and stylesheets in block themes,
 but if there is a solution, I think it is better to try it.
