 I want this ticket to remain open. Enabling theme support for the bundled
 themes would be a big improvement for users and help make the older themes
 relevant.
 In my opinion, the way to do it is to add theme support gradually. Work on
 borders has already started in #55974. The spacing is another area that
 would need a significant amount of testing.
