Comment:

 Reviewed during today's bug scrub. The investigation hasn't happened yet,
 nor has a determination of if this is a duplicate of #61561.

 As tentatively a 6.6.1 RC is earmarked for late tomorrow (July 18th), will
 punt this ticket to 6.6.2.
