New description:

 As observed in the screenshots/image links below, although I have
 Discussions and Page Attributes toggled on under Document settings, they
 do not appear in the editor's sidebar under Page settings. This issue only
 arose after I upgraded to WP 6.6, and I can confirm that downgrading to
 version 6.5.5 restores their availability.

 Clearing both the website's cache and my browser's cache did not resolve
 the issue. Logging in as different users with different roles did not make
 them appear either.
