 At @spacedmonkey's request, I've created #61679 to focus on reimplementing
 the cache for `wp_add_global_styles_for_blocks()` that was reverted here
 so this ticket can remain focused on optimizing the
 `WP_Theme_JSON::compute_style_properties` method.
