For those testing the proposed fix (using [comment:16 the test plugin]),
here's more information to help:
This test plugin is available for you to test if the proposed fix (which
is in the plugin) resolves the issue.
Replying to [comment:16 jorbin]:

the Gutenberg Plugin] that you can install. This plugin should be equal
to what was shipped in WordPress 6.6 with

This testing method is assuming that you do not have the Gutenberg plugin
already activated on your site. If you do, please wait for Gutenberg 18.8
coming later today. A few additional notes:

On sites that do not already have the Gutenberg plugin is activated, here
are the testing steps:
1. Download the plugin.
2. Unzip it.
3. Install the plugin zip file into the affected site (preferably in a
local or staged environment).
4. Activate the plugin.
5. Go to or refresh the frontend.
6. Note if the underline issue is resolved or not.
7. Deactivate and delete the plugin.
8. Report findings here.
On sites that have the Gutenberg plugin already activated, please use
these steps:
1. Go to Plugins.
2. Check the version of the Gutenberg plugin. If not version 18.8, please
upgrade it.
3. Make sure the plugin is activated.
4. Go to or refresh the frontend.
5. Note if the underline issue is resolved or not.
6. Report findings here.
