I think this is about the vertical alignment. The Site Title was
[https://github.com/WordPress/twentytwentyone/commit/94ceab0028e91cdb00db280f49937904de33fdb6
#diff-5ec30db13d2ef7ae6570fc9edabe96d4ba7ebe9069ae553d7e8f763751dd8ad9R25
intended to align] with the baseline of the primary navigation menu items.
However, the 4-pixel top margin apparently became insufficient before the
theme was publicly available.
Technically the parts would not be //centered// vertically because the
branding container can include both the Site Title and Tagline.
