 Build/Test Tools: Change 5.6 default values of
 `LOCAL_PHP`/`LOCAL_DB_VERSION`.

 This changes the default values for `LOCAL_PHP` and `LOCAL_DB_VERSION` in
 the 5.6 branch from `latest` to `8.0-fpm` (with beta support) and `5.7`,
 respectively, to properly reflect the highest versions of PHP and MySQL
 that this branch will support.
