 Build/Test Tools: Change the default value of `LOCAL_PHP`.

 This changes the default values for `LOCAL_PHP` and `LOCAL_DB_VERSION` in
 the 6.6 branch from `latest` to `8.3-fpm` and `8.0`, respectively, to
 properly reflect the highest version of PHP this branch will support (with
 beta support).
