 After discussing in the accessibility bug scrub, we're thinking that
 having the markup generated in the PHP function is more compelling. Let's
 pursue that further.

 We'd also like to try and make use of some of the logic that already
 exists in the Gutenberg tooltip implementation, particularly about
 calculating tooltip position. This might require some coordination.
