 I just opened the WordPress troubleshooting advice and saw to try in a
 different web browser. I just opened in Microsoft Edge and the issues
 disappeared. So it appears to be a problem with my Chrome browser (or
 something related.)

 updated to 6.4.2. The text tab won't open so I can't customize or fix
 formatting in posts using html. (It's visible, but nothing happens when
 clicked on.) Same for "Screen Options" and "Help". They are visible but
 don't work. The menu options on the left are in the truncated column with
 just icons showing - clicking the expand icon doesn't work.
