 Top level Core Navigation Submenu Block inserts an empty <a> tag when a
 link is not entered.

 Submenu block can be used to open the submenu on mouse over and there is
 no intention of using at as a link.

 Google page speed score warns - "Links are not crawlable".

 It would seem that the a tag should not be used in this case.
