 Backport changes from Gutenberg to core.

 https://github.com/WordPress/gutenberg/pull/56661

 Adds a `defaultFontSizes` option to disable showing the default font
 sizes.

 When `defaultFontSizes === false` the options are removed from the UI.

 By default `defaultFontSizes` is `true`.
