 This ticket was reviewed during yesterday Performance bug scrub.

 Initially, it appears to be a file permission issue or a restriction from
 your host that prevents updating the .htaccess file. For general setup-
 related assistance, you may seek help at
 https://wordpress.org/support/forums/. Please note that the core Trac is
 primarily for reporting WordPress core bugs.

 As this doesn't seem to be directly related to performance but rather a
 general setup issue, I'll remove the `performance` focus tag.
