 Bundled Theme: Fix focus outline in Twenty Twenty-Four in the editor.

 Improvements made to the focus outline style for Twenty Twenty-Four caused
 a regression in the focus outlines of the block editor. This commit solves
 the regressions by reducing the CSS specificity while keeping the
 improvements.

 Follow-up to [57554].
