 Your proposal is about introducing a big change to how WordPress handles
 internationalization.

 If you really want to push your proposal forward, then you should invite
 more people to the discussion by making a post in
 https://make.wordpress.org/core/ in cooperation with the relevant
 component maintainers, and then crosspost a link to this post in
 https://make.wordpress.org/polyglots/ to try and build more awareness and
 support for your idea.

 However, my vote in this case would rather be to just add "en" as a new
 locale.
