 The ticket description mentions that the plugin is "disabled on this
 specific site." The current patch does not add a link to activate the
 plugin, but it can show site administrators the "Run Importer" link when
 the plugin **is** activated on that site.

 [14759] added the `install_plugins` condition (for two items, and the
 other involves installation).
