Comment:

 Reopening because this was reverted again before beta 1 today due to an
 incompatibility with the same controller in Gutenberg.

 It was discussed that we could consider landing a proper fix again before
 the next beta, else we would punt this to 6.6

 https://github.com/WordPress/wordpress-develop/pull/6105 has since been
 updated with a change that should address the test failures. Now the
 question is whether there's consensus on this being the right approach.
