Comment:

 This ticket was opened as a way to consolidate conversation about the
 caching strategy that should be applied to tickets like #59600 and #60120.
 Since, I'm not expecting that this ticket would explicitly fixed with a
 commit, I'm changing to a task to allow conversation to continue through
 the beta period.
