 Restoring this ticket to be a bug report.

 @tastynifty this ticket is tracking a specific bug report for shortcode
 blocks not being  expanded (their render callbacks are not called) in a
 classic theme when using block-based template part. Discussions for adding
 AI module or capabilities should happen in a different Trac ticket. If one
 is not currently open, feel free to open a new `feature request` Trac
 ticket.
