 I downloaded `wordpress-build-5996.zip` from https://github.com/WordPress
 /wordpress-develop/actions/runs/7749179532 but although the file is 45MB,
 it's empty when I open it in Windows Explorer on Windows 10 Pro (Version
 10.0.19045 Build 19045).

 When I open it via 7-zip it opens successfully, as expected, so perhaps
 there is an issue with the zip file format being used (ie it's a format
 Windows can't read?). I'm not having the same trouble with zip files from
 other sources.
