IMO this shouldn't be fixed. Plugin & theme developers should not be using
daily driver developer machines to package plugins. In this day in age
with freely available CI/CD process that can do this in more protected
environments there is no excuse for creating these packages on macOS which
has always resulted in archives with junk MACOSX folder that have no
business being there on any other platforms.
This also causes major problems for more locked down installs of WordPress
that don't allow creating these directories outside of their original
location. I think this issue should be closed and things should be kept
locked down like they are now. And to be very clear this isn't an issue
for any plugins in the WordPress.org repository this only affects plugins
distributed through other channels. If people are going to be selling
plugins, or themes, then they should have to produce redistributable
packages under the same restrictions as with what is distributed from
WordPress.org.
