 For the sake of comparison, I've opened [https://github.com/WordPress
 /wordpress-develop/pull/8030 PR #8030] to implement @siliconforks
 suggestion. This will still avoid calls to the notoptions cache if the
 value was already autoloaded, but will load check for notoptions prior to
 checking the object cache.
