Comment:

 As pointed out, this isn't a new issue with 6.7 ergo this was incorectly
 put in to the 6.7 milestone. Moving it to Future Release.

 That said, I also don't think this is something that is necessarily a bug.
 This is the design and while folks may not always agree with it, it is
 working as expected.
