 Hi there, thanks for the ticket!

 This does not appear to be documented in the
 [https://make.wordpress.org/core/handbook/about/release-cycle/releasing-
 major-versions/ Releasing Major Versions] article, and I have to admit I'm
 not sure how these entries are created. At a glance, this seems to be
 automated, e.g. `core/6.5` was created in
 [https://i18n.trac.wordpress.org/changeset/1402386 r1402386] by potbot,
 and `core/6.6` was created in
 [https://i18n.trac.wordpress.org/changeset/1503540 r1503540]. Maybe
 @ocean90 can provide more details? It would be great to document this for
 future reference.
