Comment:

 I disabled all plugins on my site running 6.7.1 with the Site Health and
 Troubleshooting Plugin, and then tried a number of different themes.

 I found that this issue with the customizer height is happening when
 Kadence, Hello Elementor, GeneratePress or Neve is active. It didn't
 happen with Twenty Twenty Five, Twenty Twenty Four, Astra, OceanWP or
 Blocksy. I was using Chrome Version 131.0.6778.86.
