 Updated for early Dec based on [https://wordpress.org/about/stats/ stats].

 As we stand now, 5.2% of sites are on unsupported PHP versions, something
 that dropped 0.13% in the past month, vs 0.18% in the previous month.

 7.2 + 7.3 are still dropping, but the rate slowed down this month from
 0.26% last month to 0.21% this month. If this slowdown continues,
 @johnbillion's projection that would enable this ticket to proceed may not
 happen in time for v6.9.
