 Oh, good catch!

 At first I thought something something in the commit was wrong, but turns
 out the notification email strings are in the admin translation file, but
 `load_default_textdomain()` only loads those when in the admin (which
 isn't the case for a cron-triggered auto update)

 https://github.com/WordPress/wordpress-develop/pull/7931 should fix this.
