 I am not able to reproduce the bug when selecting or uploading an mp4
 using:
 Chrome, Firefox on Windows 11
 Chrome, Safari on MacOs 15.11.
 WP 6.7.1.

 The preview in the Customizer panel is black with a video icon when the
 Customizer fails to use the file because the file is too large. But then
 there is an error notice in the panel explaining why, so it does not match
 the submitted screenshots.
