Comment:

 I do not think that the `ie8.css` file should be updated or checked
 anymore. It was only used for old versions of Internet Explorer, and
 #56699 stopped enqueuing it. The CSS simply remained available in case a
 child theme (or plugin) enqueues it.

 That said, the patch adds only two lines to a file that is mostly unused.

 The `-ms-filter` rules were added in
 [https://github.com/WordPress/twentyseventeen/pull/405 PR 405].
