 In discussion in the accessibility bug scrub, we feel that this would be a
 very valuable commitment; inconsistency is a real annoyance across the
 admin.

 I'm generally in favor of Option C, as well; @rcreators is more in favor
 of primary always first.

 Practically speaking, I think we should choose the option that involves
 the least churn. Users have a fair amount of muscle memory involved in
 their behaviors, so if we can be consistent with a minimum number of
 changes, I'm in favor of that.
