Comment:

 I'm not able to move this forward since I don't have access to an IIS
 server. I don't know if it's possible, but I think that it would be great
 if we could get an automated test env setup that uses IIS in order to test
 this.

 It's also not clear exactly what needs to change since load.php has
 changed over the last 6 years. A PR/patch would be nice.
