 Hello, I encountered a similar issue when trying to create an Application
 Password for a user without a role on the main site in a multisite setup.
 It seems to be a restriction specific to the network admin screen. Perhaps
 a workaround could involve assigning a temporary role on the main site, or
 using the subsite dashboard where this feature works as expected. Any
 insights or alternative solutions from the community would be appreciated.
