 Reopening this to follow up with additional test coverage for the number
 of database queries made, see https://github.com/WordPress/wordpress-
 develop/pull/5272.

 @mukesh27 @costdev That PR can probably be refreshed with the latest
 `trunk` and then we can follow up on the conversation, hopefully
 committing within the next 2 weeks.
