Comment:

 PR includes moving `wp_admin_notice()` and `wp_get_admin_notice()`
 function definitions to `wp-includes/functions.php`, so that those wrapper
 functions can be used in Login/Registration contexts. Since this changes
 the location of new functions in 6.4., there are no backwards
 compatibility concerns.
