 Hi and thanks for the report!

 [https://github.com/WordPress/gutenberg/pull/53540 GB53540] seems to have
 fixed the sticky positioning in the Gutenberg plugin, and that is included
 on the
 [https://github.com/orgs/WordPress/projects/103/views/2?filterQuery=53540
 project board] for an upcoming WordPress maintenance release.

 I posted a [https://wordpress.org/support/topic/classic-block-and-classic-
 paragraph-toolbars-doesnt-stick-top-anymore/#post-17044078 possible
 temporary solution] on one of the related support topics.
