 Sorry for the problems you're having.

 Does it only happen the `update-core.php` page?  Or are you experiencing
 the problem on other screens in the WP admin?

 It seems like something is causing core's admin CSS to not load.  Have you
 tried temporarily deactivating all plugins and switching to a bundled
 theme (such as twentytwentythree or twentynineteen)...and seeing if the
 problem goes away?
