Comment:

 Since there are no additional reports of this, the example site provided
 no longer exhibits the problem, and there's been no motion on this in five
 years, I'm closing this report as invalid. This is not because I know for
 certain this is an invalid ticket, but because I have no data to go on to
 further identify the source of the issue, and it doesn't make sense to
 keep a ticket open if there is no way to move it forward.

 If there's any additional detail that can be provided, please feel free to
 reopen!
