 Correction, I saw it present for the `single` template, but not e.g. for
 the `page` template.

 Maybe this is the reason: In [56896], we made `theme` attribute
 conditional on the presence of the `REST_REQUEST` constant; but that
 constant isn't set when outputting the preloaded templates.
