 Second thought, will wait until tomorrow before committing to give time
 for @poena to weigh in on the patch and if this patch should be committed.
 Why? As @nicolefurlan noted,
 https://core.trac.wordpress.org/ticket/55991#comment:46 is also dealing
 with the qullquotes.

 However, if Carolina is unavailable, will go ahead and commit the patch
 ahead of RC1.
