 I don't think we should cater for cases where plugins call shortcode
 functions directly with invalid or missing arguments. Let's focus on the
 case where the parser currently returns an empty string, and make sure it
 returns an empty array instead. That's what we have #59249 for.

 So again suggesting to close this in favor of #59249
