 Noting: There's an open discussion to better understand #59443.

 I'll add `dev-feedback` to denote this ticket is not ready for commit
 consideration into the 6.4 cycle pending review from @spacedmonkey
 @flixos90 @joedolson to advise.

 Would also like to see performance benchmarks to confirm it does fix the
 regression and PR approvals.
