 I cloned an existing site and updated the clone to 6.4 beta 2 with the
 beta tester plugin. I can't seem to open the site editor even with all
 plugins off. Seems to happen with all core themes.

 I tried to reproduce with a new localWP install but there it just loads.

 this needs investigating?
