Comment:

 I am going to guess that trying to test this is going to be more effort
 than actually testing. I think `headers_list` is out since that doesn't
 work when [https://www.php.net/manual/en/function.headers-list.php#120539
 running PHP from the command line.] This might be a place where we want to
 `maybelater` the ticket and if there becomes a better way to test headers
 in the future, we can use that and reopen this ticket.
